How to change the level in Guitar Hero World Tour on Live?

Author: Hello, I have Xbox Live so I played Guitar Hero World Tour on Live and I see a number besides everyone’s gamertag. Some people have the number 6 and some have 251, they’re all different. I have 18. What do these levels mean and how do I move up to a different level?
